PCI/PM: Remove __pci_pme_wakeup() unused declarations

Commit b67ea76172d4 ("PCI / ACPI / PM: Platform support for PCI PME
wake-up") declared but never implemented __pci_pme_wakeup().  Remove the
unused declaration.
