absolutePathFromBaseFile: don't leak when first arg contains no "/"

* src/util/storage_file.c: Include "dirname.h".
(absolutePathFromBaseFile): Rewrite not to leak, and to require
fewer allocations.
* bootstrap (modules): Add dirname-lgpl.
* .gnulib: Update submodule to the latest.
