tc: fq: add TCA_FQ_WEIGHTS handling

Linux-6.7 FQ got WRR scheduling.

TCA_FQ_WEIGHTS attribute can report/change per-band weights.

tc qdisc show dev eth1
...
qdisc fq ... weights 589824 196608 65536 quantum 8364b ...
