Adjust gdb.base/bp-permanent.exp for Cygwin

On Cygwin, all inferiors are multi-threaded, because both Windows and
the Cygwin runtime spawn a few helper threads.  Adjust the
gdb.base/bp-permanent.exp testcase to work with either single- or
multi-threaded inferiors.
