bpo-28046: Remove MACHDEPPATH from Modules/Setup.dist (#5289)

Makefile $MACHDEPPATH uses $PLATDIR, but this variable was removed.
So remove also $MACHDEPPATH.

Remove also $EXTRAMACHDEPPATH.
