realtek: pcs: rtl93xx: rename MEDIA_PCB to MEDIA_PHY

Every SerDes lane runs over some PCB trace before reaching the port,
even fiber/DAC ones, so PCB doesn't describe what actually
distinguishes this case: the SerDes terminates directly into a PHY
chip rather than a fiber module or DAC cable.
