port mypy 0.990 fixes changelog from 1.4 to 2.0

for 2.0, we fixed for mypy 0.990 in ebb54e80a5a52d0cce4cba1.
In 1.4, we did a smaller version specific to the
test runner in 910504b67c22bfc767e2e47e2.  Since people
run the tests sometimes, include that this was fixed
for the 1.4/2.0 series.
