lang-python-*: Fix test failures on mingw with UCRT.

* gettext-tools/tests/lang-python-1: Disable ISO8859_LOCALE_UNSUPPORTED for
Python 3. Set PYTHONIOENCODING environment variable.
* gettext-tools/tests/lang-python-2: Likewise.
