[Ada] Add leap seconds for 2015 and 2016

The following patch updates Ada.Calendar and helper utility Xleaps to
include the leap seconds for years 2015 and 2016.

* libgnat/a-calend.adb: Update the number of leap seconds. Add
the hard time values for year 2015 and 2016.
