wifi: cfg80211: fix kunit exports

wifi: cfg80211: fix kunit exports

These can only be exported if cfg80211's kunit is enabled,
since they're otherwise static. kunit itself can be enabled
even if cfg80211's kunit isn't. Fix that by using the right
macro.
