Rename and distribute the disclaimer file.

* gettext-tools/misc/disclaim-translations.txt: Renamed from
gettext-tools/misc/DISCLAIM.
* gettext-tools/Makefile.am (EXTRA_DIST): Update.
(pkgdata_DATA): New variable.
