build: When help2man fails, let it show the reason.

This is needed for investigating failures in a CI environment.

* gettext-runtime/man/help2man (get_option_value): Pipe the program's stderr to
stderr, not to /dev/null.
* gettext-tools/man/help2man (get_option_value): Likewise.
