CLEANUP: mux-fcgi: use ASSUME_NONNULL() to indicate that the first block exists

In fcgi_snd_buf(), this was previously achieved using
ALREADY_CHECKED(blk), but we can now fold it into the cleaner
ASSUME_NONNULL().
