daemon: don't use SIGSTOP when using Upstart

This is buggy because if lldpd happens to stop before sending SIGSTOP,
Upstart won't respawn it. See:
 https://bugs.launchpad.net/upstart/+bug/712351

Instead, let Upstart detects the double fork. This should work just
fine as there is no "trap" before daemonizing.
