invoke.texi: xtensa - Revise the description of -mconst16

The statement that the CONST16 instruction in the Xtensa ISA is non-standard
is no longer correct and should be deleted.

gcc/ChangeLog:

* doc/invoke.texi (-mconst16/-mno-const16):
Remove the clause "The CONST16 instruction is currently not a
standard option from Tensilica."
