nlcanon tests: Fix last commit.

* tests/init.sh (setup_): Revert last change.
* modules/test-framework-sh (Makefile.am): Augment TESTS_ENVIRONMENT
here.
* modules/nlcanon-tests (Makefile.am): Don't augment TESTS_ENVIRONMENT
here.
