DOC: list missing global QUIC settings

Complete list of global keywords with missing QUIC entries.

This could be backported to stable versions. This requires to take into
account the version of introduction for each keyword.
* limited-quic, introduced in 2.8
* no-quic, introduced in 2.8
* tune.quic.cc.cubic.min-losses, introduced in 3.1
