testsuite: Fix test-weakdep with autoconf defaults

If ./configure is run without any further options, then /usr/etc
is used as SYSCONFDIR, which breaks test-weakdep, because the
/etc path is hardcoded in it.

Use SYSCONFDIR to reflect the actual rootfs setup.
