Another empty argument through expr workaround.

* lib/autoconf/status.m4 (_AC_OUTPUT_CONFIG_STATUS): Detect empty
arguments.  Reject empty file argument.
* tests/torture.at (AC_CONFIG_FILES, HEADERS, LINKS and COMMANDS):
Check for missing argument.
