test1165: check if `curl_config.h.cmake` lists all `DISABLED` options

Also fix issues:
- cmake: fix `CURL_DISABLE_HTTP_AUTH` option
- cmake: fix `CURL_DISABLE_SHUFFLE_DNS` option

Fixes:
