char: misc: Move drivers/misc/misc_minor_kunit.c to drivers/char/

drivers/misc/misc_minor_kunit.c is to test APIs defined in
drivers/char/misc.c, but is not in the same directory as the later.

Move misc_minor_kunit.c to drivers/char/.
