tun: use IoctlCtlInfo from golang.org/x/sys/unix on macOS

Direct syscalls using unix.Syscall(unix.SYS_*, ...) are discouraged on
macOS and might not be supported in future versions. Switch to use
unix.IoctlCtlInfo to get the kernel control info.
