Fix 'make installcheck' failure on Cygwin.

* gettext-tools/configure.ac (INSTALLED_LIBINTL, INSTALLED_LIBGETTEXTPO_DEPS):
New variables.
* gettext-tools/install-tests/Makefile.am (installcheck): Use
INSTALLED_LIBGETTEXTPO_DEPS.
