Return void in functions that cannot fail

dns_zone_getloadtime(), dns_zone_getexpiretime(),
dns_zone_getrefreshtime(), and dns_zone_getrefreshkeytime()
cannot fail, so return void instead of ISC_R_SUCCESS.
