Fix org#2561 Convert text from ISO-8859 to UTF8

Most of the files are encoded in ASCII or UTF-8, but eight files remain that are still encoded in ISO-8859-1.

find bacula -type f -exec file {} ; | grep ISO-8859 | cut -d: -f1 | xargs -n 1 recode iso8859-1..utf-8
