Support VHT channel width change for CSA

When building Beacon and Probe Response frames for the target channel,
consider bandwidth parameter for VHT channels. In addition, add support
for updating vht_oper_centr_freq_seg0_idx and
vht_oper_centr_freq_seg1_idx.
