[Testsuite] treate -specs as both cflags & ldflags

ld/testsuite/

  * lib/ld-lib.exp (run_ld_link_exec_tests): Append board_cflags if gcc
  driver used as link tool.
  (run_cc_link_exec_tests): Likewise.
