DOC: configuration: add missing ssllib_name_startswith()

Add the missing ssllib_name_startswith() predicate in the documentation.

The predicate was introduced with b01179aa9 ("MINOR: ssl: Add
ssllib_name_startswith precondition").

Must be backported as far as 2.6.
