New OTP input (#41981)

* feat: add OTP input component

- Add OtpInput JavaScript component with keyboard navigation and paste support
- Add SCSS styles for OTP input fields
- Add documentation page for OTP input
- Add unit tests for OTP input

* Bump bundlewatch
