Enable the duplicate-"the" test; fix violations

* Makefile.cfg (local-checks-to-skip) [sc_the_the]: Enable.
* docs/virsh.pod: Remove a duplicate "the".
* libvirt.spec.in: Likewise.
* virsh.1: Likewise.
