patch 9.1.0779: filetype: neomuttlog files are not recognized

Problem:  filetype: neomuttlog files are not recognized
Solution: detect '*.neomuttdebug' file as neomuttlog filetype,
          include neomuttlog syntax script (Richard Russon)

closes: #15858
