Move mypy.ini and ruff.toml to top level

This allows reusing them for integration-test-wrapper.py as well.
mypy.ini [moved from src/ukify/mypy.ini with 100% similarity] blob | blame | history
ruff.toml [moved from src/ukify/ruff.toml with 100% similarity] blob | blame | history
