doc: rmdir: improve --help formatting

* src/rmdir.c (usage): Move description to column 21,
so that a --long-option on its own line without a
trailing description, doesn't have an erroneous blank
line inserted between the option and description.
Also group descriptions with blank lines rather than indents,
so that man pages don't have erroneous blank lines
added within the description.
