gstreamer1.0-plugins-bad: add PACKAGECONFIG for gtk3

* gtkwaylandsink was added in 1.21.1 version:
  https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/1515

* gtk3+ could be autodetected (e.g. as transitive dependency from opencv)
