packaging: add Fedora/EPEL files

Fedora/EPEL files and the ability to create srpm was added to be
able to test Fedora/EPEL build in upstream CI.
distro/fedora/knot-resolver.spec [new file with mode: 0644] blob
distro/fedora/kresd.conf [new file with mode: 0644] blob
distro/fedora/root.keys [new file with mode: 0644] blob
scripts/make-srpm.sh [new file with mode: 0755] blob
