include/sim: remove arm simulator header

With commit:

      Delete the ARM sub-directory of the SIM directory.

the arm simulator was removed from the sim/ directory.  GDB has now
been updated to remove its support for the arm simulator, and as a
result, this header file is no longer used by anyone.  Lets delete it.

There should be no user visible changes after this commit.
