Merge branch 'jt/config-lock-timeout'

Configuration file locking has been updated to retry for a short
period, avoiding failures when multiple processes attempt to update
the configuration simultaneously.

* jt/config-lock-timeout:
  config: retry acquiring config.lock, configurable via core.configLockTimeout
