maint: add autobuild prerequisite only if autobuild.m4 is absent.

* bootstrap (func_require_autobuild_buildreq): Skip if autobuild.m4
is already present.
* bootstrap.conf (require_autobuild_bulidreq): No need to set this
specially any more.
