manager: Enhance event filtering for performance

UserNote: You can now perform more granular filtering on events
in manager.conf using expressions like
`eventfilter(name(Newchannel),header(Channel),method(starts_with)) = PJSIP/`
This is much more efficient than
`eventfilter = Event: Newchannel.*Channel: PJSIP/`
