qemu: Implement VIR_DOMAIN_BANDWIDTH_IN_FLOOR

Well, there are just two places that needs adjustment:

qemuDomainGetInterfaceParameters - to report the @floor
qemuDomainSetInterfaceParameters - now that the function has been
fixed, we can allow updating @floor too.
