libext2fs: teach block allocation functions about bigalloc/clusters

Optimize ext2fs_new_block2() and ext2fs_get_free_blocks2() when
bigalloc is enabled.  Also fix the uninitialized block bitmap code so
that it correctly deals clustered allocation.
