Updated configure/makefiles to handle SQLITE_ENABLE* compile options.  Made sure makefile passes command line options (OPTS=-Dfoo) to the compiler.  Add -DSQLITE_COVERAGE_TEST=1 if gcov being used. (CVS 5838)
