maint: import tests/init.sh from Gnulib during bootstrap

* bootstrap.conf (bootstrap_post_import_hook): Use gnulib-tool
--copy-file to import tests/init.sh.
* tests/init.sh: Remove file.
* .gitignore (/tests/init.sh): Add entry.
