Bug #1040: The bodge on OS/2 for _res is wrong

The "_res" structure used by the BIND DNS Client library is defined
in the OS/2 libraries. It is exported from TCP32DLL.DLL. The import
library for this is, of course, TCP32DLL.LIB.

Confirmed in IBM OS/2 documentation:
