maint: organize expand and unexpand tests in a subdirectory

* tests/misc/expand.pl: Move to tests/expand/expand.pl.
* tests/misc/unexpand.pl: Move to tests/unexpand/unexpand.pl.
* tests/local.mk (all_tests): Adjust file names.
