correct pep-593/pep-681 doc section

as of 73a273c90cda2369ec071435edd9c6dc5c1d31c4 and later
4c6429d068 we have decided that Annotated should not allow dataclass
arguments in mapped_column(), which emits a depreaction warning.

the docs in this section were never updated
