Remove unused math/Makefile variable libm-test-incs.

The math/Makefile variable libm-test-incs was formerly used, but no
longer is.  This patch removes it.

Tested for x86_64.

* math/Makefile [$(PERL) != no] (libm-test-incs): Remove variable.
