virsh: split out virsh-snapshot.c

Almost done with the splits.

* tools/virsh-snapshot.h: New file.
* tools/Makefile.am (virsh_SOURCES): Build it.
* tools/virsh.c: Use new header.
* tools/virsh-snapshot.c: Likewise.
