Link pg_stat_statements with libm.

The AIX 7.1 libm is static, and AIX postgres executables do not export
symbols acquired from libraries.  Back-patch to 9.5, where commit
cfe12763c32437bc708a64ce88a90c7544f16185 added a sqrt() call.
