Bring back general kerberos man page

Restore the content of kerberos(1) as it stood in
0f81e372a2830c9170f6e08dfa956841d0ebdfb1.  Convert to ReST to match
the other man pages, and install it as the more appropriate
kerberos(7).

Build kerberos(7) and check it in to avoid breaking the build.
